Ecological Environment Protection of Water Resource and Continuable Development Mechanism of Qing-Tibet Plateau

1. Purpose and meaning of the research

Yangtze river, Yellow river, Lancang river and Black river all originated from Qinghai province which is named “headwaters of rive” or “water tower of china”. In present, 50 percent of lakes in Qinghai dried or disappeared and 20 percent of lakes turn into seasonal river. Snow-level ascended 50-80 meters averagely and glacier shrunk 15-18 percent. The biggest salty-lake in china is Qinhai-lake, from1959 to 2001, water-level of Qinghai-lake decreased 3.6 meters and its area shrunk 313 sequence km, water-saving decreased 150 hundred million sequence meters. Currently, half of Qinghai areas are dry, half-dry and water-shortage except Qilian mountainous region, Guoluo Tibet autonomy region and Yushu Tibet autonomy region. East agricultural-region appeared spring-dehydration frequency exceed 55 percentage, Huangshui river which possess high utilization efficiency also occurred serious resource-water-shortage due to influence of economical development and population denseness and its water-resource utilization reach to 65 percentage which exceed international ecological alertness-level 30 percentage. Furthermore, underground-water exploitation of Xining exceeded 50 percentage, mineralization exceeded 60 percent of standard, and resource-water-shortage and water-quality-shortage of whole Qinghai province is obvious gradually.
